July 2025: In July 2025, the Hong Kong Legislative Council (LegCo) released a Policy Pulse report detailing the city's hydrogen development strategy. The report highlights the government's four-pillar approach: improving legislation, establishing safety standards, aligning with market needs, and advancing cautiously through trial projects. In addition, the LegCo resumed debate on the Gas Safety (Amendment) Bill 2025, which aims to regulate the safe application of hydrogen as a fuel and empower the government to introduce subsidiary legislation in 2026 covering the entire hydrogen supply chain.

April 2025: Hong Kong has issued the Gas Safety (Amendment) Bill 2025 to regulate the safe use of hydrogen as fuel. The bill aims to amend the existing Gas Safety Ordinance to establish a comprehensive framework for activities involving hydrogen, including import, manufacture, storage, transport, supply, and usage. This initiative is designed to enhance public confidence in hydrogen safety and create a conducive environment for the local development of hydrogen energy.

June 2024: On June 17, 2024, the Government announced the Strategy of Hydrogen Development in Hong Kong (the Hydrogen Strategy). The Government has formulated the Hydrogen Strategy to address the technical challenges in the six major areas of safety, suitable technologies, infrastructure, cost-effectiveness, capacity building, and public acceptance, as well as the unique situation of Hong Kong.
