Preliminary stage

Argentina's hydrogen background goes back to the 70's achieving several projects, on a laboratory scale and an experimental plant in Pico Truncado, including the installation of a small pilot plant at the Esperanza, Antártida Argentine base in 2009.

December 2024: In Argentina, RP Global and GIZ launched a partnership under Germany’s H2Uppp program to develop green hydrogen and ammonia projects in southern Argentina, targeting local use and European export markets. The initiative is backed by the German Federal Ministry for Economic Affairs and Climate Action.

The project, called “Gaucho Wind to Hydrogen & Green Ammonia,” plans to install 3 GW of electrolysers powered by a 4.2 GW wind farm. These electrolysers would generate over 21,340 GWh annually and produce up to 1.7 million tons of green ammonia. This aligns with Argentina’s potential as a renewable energy leader and Germany’s strategy to decarbonize industries through imported green hydrogen.

September 2023: Argentina’s Secretary of Strategic Affairs presented its National Hydrogen Strategy on September 12, 2023. The strategy provides that, by the year 2050, Argentina will domestically produce at least 5 million tons of low-emission hydrogen per year. To achieve this goal, the creation of at least 30 GW of electrolysis capacity and 55 GW of renewable electricity generation capacity will be required.

November 2017: A bill of law aimed at amending Law 26,123 was introduced to congress. The bill was reviewed by the technical commission of congress but was dismissed in 2019 without being treated by any of the chambers of congress. If not amended, the promotion regime set forth by Law 26,123 will end in 2021.

July 2014: The National Secretary of Energy presented the National Hydrogen Plan that included 24 short, medium and long-term projects and a total budget of 42 million dollars. The National Hydrogen Plan was never implemented.

December 2008: A plant to generate hydrogen with wind-generated power was installed in the province of Chubut. The plant has a total generation capacity of 120 m3/h of hydrogen and 60 Nm3/h of oxygen.

Hydrogen Plant

August 2006: The National government passed Law 26,123 for the Promotion of Hydrogen in the Argentine Republic. The Law included tax benefits for registered hydrogen projects and assets used on the same. Complementary regulatory provisions were never enacted and the Law was never fully implemented. The provinces of Chubut, Corrientes, Santa Cruz and Tucuman have adhered to the national Law, whereas the province of Misiones enacted its law promoting the use and development of hydrogen.
