The Ministry of Manpower (MOM) regulates the employment of foreign nationals through its administration of Singapore’s core employer-sponsored work passes, including the Employment Pass (EP), S Pass and Work Permit. The MOM is also responsible for enforcing the Fair Consideration Framework (FCF), Complementarity Assessment Framework (COMPASS) scoring requirements, salary thresholds, levies, quotas, medical insurance obligations, and compliance matters.
The Immigration & Checkpoints Authority (ICA) is a government agency under the Ministry of Home Affairs. The ICA is responsible for border control and the issuance of entry visas, visit passes, long-term visit passes, permanent residence (PR) permits, identity cards, and citizenship. The ICA also manages enforcement operations against immigration offenders.
Other agencies relevant in specific contexts include Enterprise Singapore and the Economic Development Board (EDB), particularly in relation to incentive programs and talent facilitation initiatives.
