According to Article 23 of the Rules Governing the Administration of Electronic Payment Business, the information system and its backup system for the electronic payment business of specialized electronic payment institutions should be set up within the territory of the Republic of China.

In addition, the Taiwan Telecommunication Regulator has issued a ruling that prohibits the telecommunication service provider in Taiwan from transferring their customer data to China.
