Foreign issuers of securities maintain a presence in the jurisdiction through the SEC. The Implementing Rules and Regulations of the Securities Regulation Code provide that substituted service of summons or other processes shall be made upon the SEC with respect to actions or legal proceedings against an issuer who is not domiciled in the Philippines.

Upon receipt, the SEC must, within 10 days thereafter, transmit by registered mail a copy of such summons and the complaint or other legal process to such issuer at the last known address or principal office.
